The Upper Chamber.

As the 20th century began, an increased workload caused the Senate to outgrow its traditional quarters within the U.S. Capitol. In 1904, Congress authorized construction of an office building for the Senate, today known as the Russell Senate Office Building. The Russell Building occupies the block bounded by Constitution and Delaware Avenues, and First and C Streets, N.E., diagonally across the Capitol Plaza from the Senate wing.

A standard set of furniture was made for each Senator’s suite and included a flat-top desk, a swivel desk chair, a small armchair, and an easy chair. Designed by New York cabinetmaker Thomas D. Wadelton (1861-1931), the leather upholstered easy chairs were custom-made by S. Karpen and Bros. for the new Senate offices which opened on March 5, 1909.
